Bay Federal sucks!!!

My Mom fell victim to a scam. She's in her 60s, disabled and not very savvy.
The scammer called her and was really working her over for her SSN, which she did not give out. Then, they wanted her bank account number. They said that they would save her thousands of dollars off her medicare payments (My Mom pays 0 in medicare fees). They finally bullied her into her giving them her bank name and her membership number.
They took over $300 from her. She didn't have much in it, because she's on medicare.
When she called the bank, they told her that they would look into it, but because they wiped her out, they would charge her a $22 fee for having a 0 balance. She was able to get that cleared, and the bank put the money back in her account. The bank then gave her a new account number, but refused to give her a new membership number. WHICH IS HOW THEY GOT HER ACCOUNT IN THE FIRST PLACE!!!
It's 9pm on Friday, so I have to wait until tomorrow to call down to her bank, but that is insane. They have left the door open for this to happen again. When she asked about it, they told her that it's her responsibility to check a couple of times a month to make sure that her account is ok. This is someone who is sight impaired and is confused about these things.
Needless to say, I am spitting mad right now. The bank should not be allowed to treat their customers this way. She is an elderly person who doesn't understand a lot of technology more complicated than a DVD player.
I can't wait for 9am tomorrow. I think I will watch Thoughcrimes tonight to chill out. I need some yummy Flanigan right now.
